This phrase is not an idiom and it is not a so-called chengyu. But at times it might be the glue you need to make sure your use of Chinese idioms has success.

Granted, some idioms can be used just like that, but depending on your language skills some natives might not expect you to suddenly enrich the conversation with an idiom.

What you may do then, is to make a slight pause, then say this phrase ("in China there is a saying"), and then say the idiom.

Using this approach will make sure your listener is ready and in anticipation for a a little language gem.

Of course, you will not achieve much more than an awkward moment, if you use it with the idiom 马马虎虎 mǎmǎhǔhǔ, which is considered too common to count as a real chengyu.
